The Home Repair Resource Center (HRRC) offers many services that can help homeowners complete home repairs. They provide workshops on various topics including power tools, home buying, financial education, carpentry, etc. Participants learn and practice repair skills under the supervision of an instructor. Classes are held year-round at their teaching center at 2520 Noble Road in Cleveland Heights and on zoom.
Tool Library
The Home Repair Resource Center (HRRC) loans tools for home repairs and residents can apply for a discount card, honored by several local merchants for discounts on tools and materials.
To be eligible for Tool Library Membership, you must be one of these:
- A student of HRRC’s Home Repair Classes
- A student who completed HRRC’s Home Buyer series
- A resident of one of our partner cities:
- Cleveland Heights
- Shaker Heights
- Euclid
- Buckeye neighborhood of Cleveland

Financial Assistance Programs (FAP)
HRRC will determine which financial assistance options are available to you for home projects. This process can take from several weeks to several months. You will meet with a HRRC coordinator and review eligibility/programs/grants/loan options.
There are different programs available depending on residence location.
Home Enhancement Loan Program (HELP)
Low interest loans for repairs including; alterations, repairs, remodeling projects, maintenance, improvements. (*Not to be used for luxuries including pools, tennis courts, horse stables)
Eligibility:
- Homeowner in Cuyahoga County
- Tax value of less than $250,000
- No income restrictions
Heritage Home Loan
Low interest fixed-rate home equity loan (as low as 1.4%) for repairs including HVAC/furnace, plumbing, roof, kitchen/bath renovation, insulation, window, basement waterproofing, masonry, painting, compatible additions, finishing attic, etc. Luxury projects not eligible (hot tubs, pools, decks, patios, landscaping)
Eligibility:
- University Heights, Beachwood, Cleveland Heights
- Must be built before 1970
- Up to date on property taxes
- Property must be valued at less than $750,000
- Income limits apply

Cuyahoga County Home Repair Loan Program
The Cuyahoga County Home Repair Loan Program helps eligible homeowners in Cuyahoga County maintain standards of safe, sanitary and decent housing. Eligible homeowners at or below 120% of the area median income (AMI) living in Cuyahoga County can receive a loan up to $20,000 for repairs such as roofs, porches, HVAC, plumbing and driveway. Assist Incentive Grant
$1500 grant towards repairs including roof replacement, heating system, footer drains, full exterior paint and masonry work
Eligibility:
- Cleveland heights homeowner
- 80% median income

Deferred Loan Match
Up to $5000 towards half the cost of roof replacement, heating system, full exterior paint and masonry work at 0% interest. No monthly income payment.

Cuyahoga County Grant Program
Up to $5000 towards home project. Homeowner must contribute 10% of total project cost.
Eligibility:
- Cleveland heights, University Heights, Shaker Heights
- Up to 300% below poverty level

Emergency/Short Term Deferred Loan
Cleveland Heights owner-occupants residing at the property at least three (3) years who meet the Gross Income Limits (see below) may be eligible for a loan of up to $7,500 secured by equity in the property.
Eligible repairs include health and safety issues and correction of violations. For information on rate and term of loan, please call 216-291-4869.

University Heights Property Maintenance Grant
Up to $2,500 to correct city violations
Eligibility:
- Must receive a “Notice of Violations” from UH housing department
- Income limits
- Owner occupied home
- Once per calendar year

Hebrew Free Loan Association(HFLA)
Loan up to $10,000 (auto loan, home repair loan, consolidation loan, standard loan, student loan)
Eligibility:
- Resident of northeast Ohio
- Submit a monthly budget
- Unable to access traditional loan financing (denial)
- Require a Guarantor
